Massaging Butterfly Achievment Glitch

I'm trying to do the massage 13 butterflys achiev but i can only get 12 and i go to places where i've never been to before but the butterflys don't count.

  There is no 13 butterfly achievement, though there is one for 23 (which you have since gotten). Is this still an issue or was that misunderstanding the source of the confusion?
