[confirmed] Fancy Pick broken, Pick not used instead

This last test I had a Fancy Pick in my pack that got used up and broken and couldn't mine anymore, even with a regular "Pick" in one of my bags that was at near full strength.

I'd have thought it should just toll over to the working tool.

• I can't find the post where I mentioned a similar thing about gardening, so I'll post it here again.
  
  When tending my garden, if my first hoe break, I can't keep hoeing, even though I have a second hoe that's in fine shape.
