Question about skills learning time

I know that the time to learn other skills increases with more skills you know. The question is: Is the increase added after you finish learning a skill or while you learn it ? Because if it is added after the skill is learned you can hack it easily by learning the skills until a couple of minutes of learning remain and then finishing them all at once so you can avoid some of the penalty of the learning.
