Butler "tell" and "announce" should work from inside your house and tower

I don't seem to be able to use them when in my house. I may not be able to go outside at the moment and greet visitors, so I ought to be able to use my butler to do so, right?

• I'll try again next time it comes up and see what happens. 
  
  Does the butler just echo it's help suggestions if there's no one currently on the street?
