You need to hang the basic wall decoration as high as it could go before upgrading it. If you move it it will drop down and you'll have to do the process all over again.

Somebody else told me how to do this. First, make a generic wall decoration. Then put it up high. Then change it back to lion and see if it is where you want. If not, repeat until it is where you want it.
