Repro Steps

Open the Skills page
Mouse over a skill and wait for the blurb to pop up
Scroll up or down until the mouse is off the icon
Expected Behavior
-----------------
The blurb disappears
Actual Behavior
---------------
The blurb does not disappear until you mouse over the icon again and mouse off
PS - I first noticed this a few weeks ago, but did not pinpoint in until today.
