Vendor Prices for broken tools

Repro Steps
-----------
Buy/acquire a tool
Use it till it breaks
Sell it

Expected Behavior
-----------------
The price is lower than for a functional tool

Actual Behavior
---------------
The price is the same

PS - I realize this might just be "not implemented yet," but I thought it was different before the reset.
