[API] Unprediable number of results using per_page with auctions.list
When testing with both the API explorer and running the URL manually, I get inconsistent results on the number of auctions when I set the per_page variable. For most values it returns less than the per_page total. For some other values it may not return any "items" (auctions) at all.
