New/Upgraded street contributors on loading screen - not always shown?

I noticed that not all new or upgraded streets have the top three contributors shown on the loading screen (distinctly, as I was top contributor by far on one. And then wasn't on the loading screen :/ ).

Is this a bug? Or does the leaderboard only show for *new* streets, or the other way round, for *upgraded* streets?
