Herb plots locked to another player not unlocking until street is reloaded
Some herb garden plots are staying locked to other players for more than 60 seconds. I stood around on a street for 5 minutes and the herbs did not unlock. Leaving the street and returning fixed the bug and I was able to harvest/replant.
