Party Packs info page

When someone opens a Party Pack info page... you can find a sentence saying: 
GOOD NEWS: Temporarily, parties do not require Party Permits.


I've been playing Glitch for more then 7 months now.. and I haven't seen a single Party Permit license

Any reason why it's still written there?
