Did not get completist Badge for Kloro

Encyclopedia shows all streets completed (even tried each street again so as not to "bug" you). Please help, and thank you.

Did you "follow" someone to get some of those streets? If so, they didn't count.
Also, you may need to revisit some streets if you went there immediately after the area was open. Some of those streets may not have counted. =/
