Volume/Mute controls

I can't get the volume/mute controls to work properly.  I'll turn the volume all the way down and/or check the mute button; the sounds and music go away for a short while (~10 seconds) and then return. 

I would just turn off my sound at the hardware level, but I have other programs I'd like to hear running on this machine simultaneously.

FWIW I am affected by the no flash storage warning at startup, running FF on XPSP3.

Any ideas?
