No Qurazy Quoin when I got to Rutyle Scheel in Ormonos

I did all the new streets, then Rutyle Scheel was my last one. When I entered, there was no QQ message and there was no QQ. I know it was my last street because the Completist achievement triggered after I came in, so there's no way I've been there before. No QQ though.
