Hi! That's a Tool Vendor. :) There are 2 in all of Ur. The other is at Cebarkul. Selling items to one of the tool vendors will give you a better payout vs. selling to other vendors.

all vendors other than the tool vendor now give the same payout, but the tool vendor is still higher (at least for now :)
