They look normal at first but when you scoop them they don't pop out like normal ones. Instead, the first scoop just makes a little hole right in the middle and then you can rescoop the rest of them almost right away. The 2nd time you scoop them they pop out like normal ones and then they take the normal time to respawn.

I have never seen jellisacs like this!

Yes, they do seem to be doubles! In fact the outer ring and the inner hole seem to spawn and be scooped separately.
