[fixed] New tools don't work without old ones in the bag too

I made some new tools and tried the spade by choosing it to harvest a bog. Then I dropped my old shovel and tried to harvest some dirt with the new Ace of Spades and it said that I needed a working shovel.
Is this a bug or does the new spade not work without the old shovel present too?
