Free water from Bureaucratic Hall can't be removed from tower floor

So, I was trying to set up some free beverages in my tower. Not being one that's proficient in making quality drinks, I went to the Bureaucratic Hall and got some free water.

Then I promptly set it down in my tower... and it splatted on the floor. I can move it around in decorate mode, but I can't actually pick it back up and put it back in my inventory.

I tried:
Putting it back in my inventory in decorate mode.
Putting it back in my inventory in normal mode.
Rebooting the game and trying both of these again.

Result every time: Well that didn't work! Verb not enabled.

I just logged on again and it's gone. So uh, thanks to however fixed it, or it fixed itself apparently? :)

This is expected. Water spills out and cannot be picked up. ;)
