Mining

Repro Steps
-----------
Get rock one mining away from finishing
Get two people to start mining a few seconds apart
Let mining go to completion for both people

Expected Behavior
-----------------
Both get some amount of ore/rock chunk
OR
Only first person gets rock AND second person does not lose energy

Actual Behavior
---------------
Only first person to finish gets ore/rock chunk
Both people lose energy
