Repro Steps

Go to skills page
Mouse over a skill (in the Table o' skills)
Scroll up/down until the mouse is off the icon for that skill
Expected Behavior
-----------------
The skill tool-tip disappears
Actual Behavior
---------------
The tool-tip stays there:
A) Fully opaque if you scroll quickly off the entire table
B) Semi-opaque if you scroll onto another skill, then move the mouse off that skill
