Can't complete tinkerwell quest...

The tinkertool requires tinkering IV to use. However, it shows I cannot skill on tinkering 3 until I finish the tinkerwell request. Since I can't do the quest until I have tinkering IV, and tinkering 3 requires the quest be completed, it is impossible for me to move forward. Any ideas on how to help?

• The tinkertool does not require tinkering IV to use. Please read the Tinker Well quest carefully. You may need to borrow or buy a higher class tool (such as Class Axe or High Class Hoe) in order to complete it, however.

  You can use the tinker tool to repair things from Tinkering I. The Tinker well quest is  to use your trusty Tinkertool to sustain a 15-second repair on a broken tool.  So you don't need Tinkering IV to complete the quest
  
  You can't craft, make things, with the Tinkertool until Tinkering IV

• If you ask in global chat for someone who has a high-level tool that needs at least 15 seconds of repair done on it, you will probably find someone who will meet you in your street with what you need.
