[investigating] Buff Timer Does Not Match Buff Length After Transferring Streets

so, i started a 3 minute long buff and started transferring back and forth between two streets while using a stopwatch to keep track of the actual time elapsed.

after a shifting back and forth a few times, the stopwatch and the buff timer went out of alignment by 30 seconds.

at the 3 minute mark, the buff timer disappeared [and the buff ended] despite reporting 30 seconds left.

it seems that the buff timer has the right idea, stopping while streets load, which means that player with slower network connections are not punished for switching streets. the buff itself ends at 3 minutes on the stopwatch exactly.

this should be fixed one way or the other, because a buff running out while reporting 30 seconds left [or more] is inaccurate. i think that it would be better if players were not punished for having slower network connections, and that the buff should end only when the timer on the bar hits 0.
