Able Chopper/Quest Log

I was just looking at the skills and it says I can't learn EZ Cooking II because I haven't done the achievement Able Chopper - I could have sworn I did this but I can't see completed quests and its not on my quest log. Is there some way to see past quests when I log in, and is there something particular I need to do before getting the Able Chopper quest that maybe I haven't done?

Able Chopper isn't a quest, it's an achievement/badge. Cook 11 things with your knife/board to unlock it.
