OK! I just spent the last half hour thinking about how to run it. I think there should be a forum where quests and rewards are evaluated, a spreadsheet, and a webpage that delivers up your next quest and suggests rewards. This would be extra cool as a mobile app, but I don't have the know how for that. And I think rewards should only take time and effort, not cost money: 5 iMG - make yourself a paper airplane and play with it for 15 minutes.
The idea reminds me a little bit of Chore Wars (www.chorewars.com/), which I haven't used properly but which uses quest-type structure to motivate people to do housework. The chap who made it is a friend of friends. Hmm.

Yeah. I think it would be a lot like chorewars, only Glitchy. Your quests aren't chores, they're just cool things you can do to make other people's lives more fun, and your rewards are similar, just for yourself.
