Tribes
Like in lost, people get rewarded for starting tribes and joining them, extra points are rewarded for all members of a tribe if they form a union with another, once in a tribe you can semi share skills and information you have already acquired. this would help people engage more. also there could be dark tribes, witchcraft etc, there is a lot you could do. this game has amazing potential. an evolution of internet gaming if you will.
