How do you get that quest???

it just popped up in my quest log.. not sure what the rationale for giving it to me was..

I got this one last night for seemingly no reason... I wonder why they're giving it to people at different times...

For me, I got the first two new quests right away, but this one didn't pop up until right after I ran into the Rube. Maybe try an Essence of Rubeweed, or wait until you run into him again?

I think you get it the next time you go to your home street after meeting the Rube.

Aldebaran is right. Deal with the Rube & go right home.
